Noosa Shire Council required a management and development plan for Northshore campground, considering pressure on the adjacent national park and other services. Colliers International led this project for Council, and Losee Consulting joined Hassell, Bligh Tanner, Tim Bennetton Architects, Gabriel and Elizabeth Poole Design Company, and Electro Technical Consultants in the consortium to analyse the existing situation and formulate alternative development options.

Solution
We framed the options from a sustainability perspective and linked them to the high sustainability aspirations of Council. We analysed renewable energy options to respond to the Zero Carbon policy, ultimately recommending moderate solar PV investment and carbon offsetting. We provided technical sustainability insights to considerations such as building materials, and considered the potential for ecotourism.
The consultant consortium’s presented Council with clear choices and an understanding of feasibility regarding visitor numbers, revenue, capital expenditure, and environmental impact mitigation.
